The idea of waiting till the boat is that far under for the thing to hopefully pop up and inflate doesn't appeal black pepper extract to me too much. And if you're in a gale, there's always a chance if it doesn't come up quite where you're expecting it, the raft will blow away before you can get to it anyway. The guy I was talking to at Winslow also said when a canister is dropped from the foredeck it will often inflate upside down, and getting into it becomes a problem. Being able to place a valise in the water from the stern is definitely the preferred situation.
