Is it fair to lay claim to part of the bottom of a harbor in situations like this? I am continually amazed by people in all manner of cruising boats--from Twinkie 12s to the Luxobarge 50--who swing into one of these anchorages and, without seeming to hesitate to even think it over, make a beeline for the nearest mooring ball. With rare exception, we never pick up these moorings (not that we don't discuss it each time, though). Why?
